Board of Trade to Foreign Office.-(Received December 1.)

WITH reference to your letter of the 26th November, transmitting copy of a

Board of Trade, November 30, 1917. communication from the War Trade Department in regard to the export of codeine and other opium alkaloide from the United Kingdom to Japan, I am directed by the Board of Trade to state, for Mr. Secretary Balfour's information, that they concur in the proposal that the export of these commodities to Japan and to the Kwantung Peninsula should be restricted in the same manner as that of morphia and cocaine to these destinations.
